Is Hill above Fishing Shack Available?

Expanding my business so looking for spot to build a larger shop. Wondering if the flattened hill (up the stairs by the Fishing Shack) is available. Looking like someone might be doing some work there, so wanted to make sure.

I think that's fine, good in fact. That area was partly terraformed after the removal of a banned players shops. Make it look good again! 8)
